Dynamic Range in music is the difference between the quietest and loudest parts of the song.
In most modern electronic music there is little dynamic range due to everything being compressed in order to bring up the overall volume of the track due to the loudness war that had occured over the last 10 years. Humans perceive something that is louder to sound better than something that is quieter. Therefore everyone now masters tracks at volumes of -6LUFS to -2LUFS which is extremely loud!
Not overly compressing a track means it will have more dynamic range (think most classical or movie scores), very quiet parts and some loud = more dynamic range. Tracks that have more dynamic range are more natural sounding and most audiophiles prefer this to a compressed track.
Just to add, if you open both of the tracks - Apart and Apart (Dynamic Range) mix in an audio editor you can see a massive difference in waveforms. The Apart original mix is clipping at 0db and you can see the waveform is compressed as standard modern music. The Dynamic Range mix peaks at -4db. The Outside agency master their tracks sooooo loud anyway, not sure why they would release both these versions but its cool they did, wish more producers didnt take part in the loudness war, tracks would sound wayyyy better.
