WEB means that it comes from WEB, anything that has been downloaded via the internet (let's say like this). and so the CD that it has been ripped / extracted from the CD.

it's a web release meaning it comes from a web-shop (so no, not ripped from a cd), it's a web copy of the masters

There is two possibilities for ‘web release’, one is online digital music store(google play, hardstyle.com, itunes & etc), another one is streaming service(tidal, deezer & etc). Most MMS releases is ripped off from google play, and also, it's not that hard to download flac from deezer or tidal if you know how.(correct me if I'm wrong :P)
