Yes, it's downloaded directly via Deezer, so quality is WEB + same spectre like tracks from Google Play.
Have people actually confirmed that this is the case? I wasn't aware of any bit comparisons that showed deezloader downloadds as being the same bit for bit as commercially available tracks. Just because the spectrals look okay doesn't mean it's actually available to buy on the web. When that's not the case, a real scene group can't claim it as WEB since there's nothing on a webshop that they can confirm matches the track ripped from deezer 100%. It will still sound fine, but the devil is in the details.
It's quite a mess with WEB releases nowdays. You can't be 100% sure where given files are coming from. I know for a fact SRG uses Google Play's streaming service to obtain their music files but are they the same as being purchased directly from the Play store? Who knows...
Every Groupon which is releasing so many rels per day is using the streaming Service. Otherwise they won't and couldn't pay the big amount of releases.
As far as my understanding goes, deezer only offers streaming services thus this should be tagged as STREAM(RIP) or WEBRIP.
releases which are hosted on web stays tagged as web. the source does not matter.

Same situation was with WER058 & WER060: they were available as singles for a long time at streaming services only. Then it turned out those were radio edits when proper singles that included full-length (aka extended, aka pro, aka dj or w/e those money-sucking homos call original) mix were released.
This release is tagged to Noisecontrol Records atm but guess it'll be released at Q-dance - anyway, I believe it's just a radio edit. Of course scene groups are screwed but don't get confused with "rip" term, it's available even in lossless and Deezer/Google Play/other lossy streaming services just encode it to mp3 with different encoders/settings.
