well, yes blacky... but there is different flavors of cookies. and UK Hardcore came from happy hardcore which was techno and breakbeat driven up till the late 90's it was mostly piano/ravey style, and now of days it's more euro/trance driven and i would even say hardstyle and makina influenced and there is even sub genres of uk hardcore like "freeform","powerstomp".
Of course you can call it all just Techno or Dance, or House or Hardcore lol you can call it whatever the fuck you like, but if you want to get technical about it UK Hardcore is it's own type of genre and yeah it's lineage is to happy hardcore that's true, but it's not "happy hardcore" it's like with dutch hardcore there is so many different sub genres within the genre itself and it's like saying well all jungle and dnb is all "breakbeat hardcore" you can say that if you want to because it came from it but it's not breakbeat hardcore in the terms you are thinking ravey/hands in the air/120-140 bpm when the scene was much more simpler and not so commercial.But yeah, call it whatever you like.
